No Knock Ordinance

The Borough of Hi-Nella has enacted a "No Knock Registry" that will be given to any solicitor, peddler, hawker, etc., that applies for a permit for door to door solicitation within the borough. In order for a resident to be added to this registry, the attached application must be completed and returned to the borough clerk. A one-time payment of $25.00, which can be paid by cash, check, or money order made payable to the Borough of Hi-Nella, is required to be added to this registry.  Residents will then be given a sticker to be displayed on their door. The address will remain live in our system as long as the property is owned. At the time of transferring of title, the property will be removed from our database. This registration is NON-TRANSFERABLE. We recommend visibility of this sticker be in optimal view for any solicitor that may come to your door. Should you receive a visit from a solicitor and are registered, contact the Hi-Nella Police Department by calling the police non-emergency number (856) 783-4900 or 911.

This No Knock Registry shall not apply to: 

1. Any veteran or exempt fire fighter who holds a special state license.

2. Any person soliciting a vote or support for any political candidate or program.

3. Any person soliciting for a bona fide charitable, religious, patriotic. community service, or philanthropic purpose or organization.

4. Any person engaged in delivering wares, goods or merchandise or articles or items in the regular course of business to the premises of the person ordering or entitled to receive the same.

5. Wholesale salespeople calling on businesses.

6. Public utilities or their employees provided that such public utility is subject to regulation by the State Board of Regulatory Commissioners and provided that such employees display their identification badge or card issued by their employer.

7. Any person selling fruits or farm products grown by himself/herself, with or without the help of others.
