Road Opening Fee

Effective November 3, 2020, under Ordinance 2020:05, the Borough of Hi-Nella increased the permit fee for excavating roads and streets in the borough of Hi-Nella from $5.00 to $500.00.

 Dog/Cat Licenses and Free Rabies Clinic

Dog & Cat Licenses


License Requirements
As part of the New Jersey State Rabies Control Program, the State requires that all dogs aged 7 months and older must be licensed annually. In the Borough of Hi-Nella, the license expires January 31 of each year. Fees are as follows:


  • Dog (Neutered/Non-Spayed) license: $15.00
  • Dog (Non-Neutered/Spayed)  license: $18.00
  • Cat (Spayed/Neutered): $10.00
  • Cat (Not spayed/Neutered): $13.00
  • Late Fee-Effective 4/1/24-$20.00


To obtain a license for a new dog or as a new resident, the owner must provide a certificate of rabies vaccination showing the expiration date, and proof of spay/neuter. Each time the dog receives a new rabies vaccination, the new certificate must be presented in order to renew the license. The rabies expiration will be printed on the new license, which should be safely stored by the owner for future reference.

Obtaining Licenses
Mail in requests are encouraged. All verification for shots and spay/neuter documentation will be returned with the license and tag. When writing, please indicate if the license is a renewal or for a new dog. Please allow at least 5 days for processing.
