Low Income Household Water Assistance Program (LIHWAP)


Provides financial assistance to low-income households to reduce balances on residential water and wastewater bills. Benefits are paid directly to the water and wastewater companies, on behalf of residential customers. Visit waterassistance.nj.gov for more information or call 211.

Property Taxpayer Bill of Rights

Overview

The Property Taxpayer Bill of Rights ensures that: 1) All property taxpayers are accorded the basic rights of fair and equitable treatment under the State Constitution and laws of New Jersey; 2) All property taxpayers receive the information and assistance they need to understand and meet their property tax responsibilities.

Services to Property Taxpayers

As a property taxpayer, you have the right to obtain information explained in simple, nontechnical terms about:

  • Your responsibilities and rights as a property owner and property taxpayer;
  • Your real property assessment and how it is determined and calculated;
  • Your right to appeal and how to appeal an assessment you believe is incorrect as to your property or as to another property in the same county and the time limits involved;
  • Your right, in the context of a property tax appeal, to view the property record card of other real property in the municipality;
  • Responsiveness You have the right to expect questions will be responded to within a reasonable amount of time;
  • Statements and Notices You have the right to expect all notices you receive will clearly identify the purpose of the communication and the proper procedure when responding;

  • When are taxes due?

    Taxes are due on the first day of February, May, August, and November.

  • Is there a grace period?

    Yes, Hi-Nella Borough allows ten (10) calendar days of grace. If the 10th day falls on a holiday or weekend, the grace period is extended to the next business day. During August, the grace period may be extended beyond the 10th. If this occurs, you will be notified.

  • When will I receive a new tax bill?

    Tax bills are normally mailed in July. Each bill contains four (4) tear off stubs for the 3rd and 4th quarters of the current year, and the 1st and 2nd quarters of the next year. Original bills are mailed to those who pay their own taxes, and to banks and mortgage companies. Property owners who pay their taxes through their mortgage company, receive an advice copy of the tax bill. The advice copy can be used to make a tax payment if the mortgage has been paid off by the property owner. Please notify the tax office if your mortgage is paid off, so that we may update our records.

  • How are taxes computed?

    The total tax levy to be collected is the sum of the local budget, and budgets of local and regional school boards, county, library, and open space programs. This figure is divided by the total assessments in the Borough to produce the tax rate. That tax rate is then applied to individual assessments.

  • How can I pay my taxes?

    Taxes can be paid with cash, check, certified check, or money order. If you are emailing, please give a few days for the check to reach us. Postmarks are not accepted. Tax payments now can be made electronically using this link: https://wipp.edmundsassoc.com/Wipp/?wippid=0419.


    If you use your bank's online payment feature, please be advised that a check is cut and mailed to us by the bank. Please give 7-10 days for the payment to reach us.


    Once the Tax Sale process begins, only cash, certified check, or money order will be accepted.


    If you require a receipt, please mail your entire bill with your payment along with a stamped self-addressed envelope. Your bill will be receipted and mailed back to you.

  • What is the interest rate on late payments?

    The interest rate is 8% per annum on the first $1500 delinquency; balances in excess of $1500 have an interest rate of 18% per annum. The 18% remains in place until the account is brought current.

  • I didn't receive a tax bill. Why am I being charged interest?

    NJSA 54:4-64 states that failure to receive a bill does not invalidate the tax due. If you recently purchased the property or lost your tax bill, please contact the tax office.
